Mission:

The mission described below should be carried out with respect to health, safety and environment rules of the site. Under the guidelines of Global Engineering & Maintenance (GEM) management and in accordance with Sanofi Pasteur IA and R&D strategy and priorities, the mission of the GEM Project Controls North America Head is to ensure cost estimate, control of cost, schedule, C&Q processes and Good Engineering Practices used in North America investment projects as well as associated competencies.

Key Accountabilities:

  • In conjunction with the Engineering Project leaders, Conduct the Project Control tasks and deliverables, concerning cost estimate, cost controls, scheduling, progress and reporting for both Global and sites (North America, Europe and International) projects during pre-studies, conceptual studies, basic design and execution phases
  • Manage and develop the Engineering Project Controls team and team members
  • Evaluate and assign competencies of costs and schedules project team resources in relationship with Project Managers
  • Participate in Costs & Schedule/Technical/Value Engineering/Risk analysis Reviews. Evaluate and co-validate with Project Leaders Cost/Schedule/Good Engineering Practices risks mitigation actions.
  • Accept/validate estimating file at the end of FEL in accordance with level of authorities
  • Participate to the preparation of the SPE at different project phases by respecting the Sanofi Industrial Affairs guidance
  • Use value engineering and lean methodologies to optimize the project cost and schedule
  • Ensure the cost and schedule update into SHINE on a timely manner as well as the completion of data related to the project cost and schedule reporting
  • Report project progress/project performance/team performance and associated indicators
  • Participate to the CAPEX/OPEX budget forecast at the site level in coordination with Site Engineering Teams including the workload versus capacity analyzes
  • Participate to the update to the Global GEM reporting including GEM global performance metrics
  • Maintain the Project Control procedures and participates to their communication throughout the Site Engineering organization
  • Participate to the lessons learned, maintain the project controls database (benchmarks, cost…) and propose and implement improvement actions related to the harmonization practices

Support Activities:

  • Team Development for internal resources:
    • Determine the team resource requirements, recruit, define and maintain current job descriptions, support resource development in area of expertise for the matrix organization
    • Definition of annual individual objectives, and evaluation of priorities and key competencies twice a year
    • Sharing clear objectives to attain same goals within the team
    • Definition and development of competencies in collaboration with the regional and site engineering organizations
    • Setting up individual development plans for skill and career growth, and reviewing progress on a continuous basis
    • Talent management
  • Team Development for external resources:
    • Ensure alignment of goals and objectives
    • Maintain team cohesion
  • Ensure HSE and Quality compliance is applied as required to the projects, and support as required
  • Ensure all training requirements are satisfied for yourself, direct reports, and contractors if necessary.

Scope and dimensions:

Breadth of responsibility (global/regional/country/site):

  • Project are based at Toronto, Ontario, Canada Sanofi Pasteur site and at Swiftwater, PA, USA

Key dimensions: headcount (direct and indirect) budget, doses, Capex… - Key indicators on which the job holder will be evaluated (WHAT in 9box):

  • Management of a multi-hundred-million-dollar major CapEx project (greater than $250M)
  • Management of team of technical engineers in matrix structure
  • Deliver on schedule and budget
  • Work with whole Project team

Freedom to act, level of autonomy:

  • Any decision with respect to internal procedure.
  • Responsibility to report risk and difficulties, and request support.

Education and experience:

  • Degree(s) in Chemical, Mechanical, Bio-chemical engineering
  • 10+ years Engineering Operations experience
  • 10+ years in Capital Project Controls Management
  • 5+ years leadership experience
  • Occupational health and safety, construction and industry regulation knowledge
  • Relevant knowledge of GMP, FDA, HPFBI and EMA guidelines.
  • Experience with the delivery of large projects within a bio-pharma environment.

  • Experience in construction, equipment installation and C&Q phase of project execution
